Summary

A newly awarded municipal transportation contract launched into instability. Service reliability was below expectations, the relationship with the city had become confrontational and the local business unit was already $480,000 behind operating income budget when new leadership stepped in.


The turnaround had to be achieved the hard way. No repricing, contract amendment, or relief was granted. Recovery came through stronger leadership cadences, tighter operating controls, disciplined workforce and inventory management and full use of the pricing and extra-service levers already available inside the contract.


Within 90 days service commitments improved from 90% to 98%, missed pickups dropped from 0.24% to 0.07% and municipal escalations fell from 4,300 per month to 3. Within 12 months, the contract reached 9% operating income margin and 15% EBITDA. By year two it exceeded 20% operating income margin and 28% EBITDA.

The Challenge

This was not a simple performance dip. The operation was under pressure from multiple directions at once.


Before and after go-live, repeated leadership turnover eroded trust with the city and created inconsistency in planning and execution. The business was relying on reactive heroics instead of disciplined routines. Inventory stockouts had already left customers without service. A key subcontractor was overloaded, priority-setting was weak, labor was being used inefficiently and customer escalations were consuming the organization.


At the same time the contract faced major economic pressure. Labor, fuel and vendor costs had moved sharply higher between bid and launch, placing even more strain on an operation that was already unstable.


What Changed

The turnaround focused on installing an operating system, not just fixing isolated problems.


1. Service Stabilization

Daily operating reviews were installed to create a clear rhythm around how the prior day finished, how the current day started and what the plan was for the next day. That gave the team a common operating picture and reduced the chaos that had been driving poor service.


2. Operating Controls

Inventory discipline was tightened through better management routines and clearer reorder thinking. Workforce planning review became a regular cadence rather than an afterthought. Subcontractor communication and accountability were clarified so routine work, escalated work and priorities could be managed with far less confusion.


3. Contract and Financial Discipline

The contract was reviewed in detail and every legitimate pricing and extra-service lever already available in the agreement was used. Revenue leakage was addressed, waste was reduced and the operation became more efficient without relying on external relief.
